Recently, the US Consumer Safety Commission (CPSC) announced the recall of a number of Chinese-made children's nightgowns. The recalled product was sold at Amazon.com from December 2015 to May 2017 at a price of approximately $20. The reason for the recall is that the above products do not meet the requirements of the US Federal Textile Flammability Standard and pose a risk of burns.
This is the second time that the CPSC has recalled China’s export garments due to unqualified flammability since August.
According to statistics, since last year, more than 21 batches of textile and apparel products have been recalled by CPSC because of their flame retardant performance that does not meet the requirements of the US flammability standards, mainly involving children's pajamas and adult scarves. In the same period, due to the risk of burning, the textile products recalled by the European Union also reached 10 batches, mainly involving cosmetic masks and other supplies.
Textiles and garments have always been an important export industry in Ningbo. In the first half of this year, the export volume reached 94 billion yuan, while Europe and the United States are still the largest export markets. Although exporting companies have a certain understanding of the requirements for textile fabrics and toxic and hazardous substances in Europe and the United States, the flame retardant standards for textiles are still relatively unfamiliar. For example, in July this year, adult silk scarves exported by a company in our province were blocked. The problem was burned and recalled by the CPSC.
According to the analysis, there are two main reasons for the unqualified flame retardant of textiles. First, some enterprises do not understand the relevant standards. They use too light and thin fabrics in design, and do not test the flame retardancy of finished products. Second, some enterprises are in clothing. There are defects in the design, and the use of feather decoration makes the garment extremely flammable. In addition, there are differences in the test methods for textile flammability, and the same fabrics may have different results under different methods.
The inspection and quarantine department reminds export enterprises to strengthen standard research, pay close attention to the latest standards of textiles and garments at home and abroad, communicate with customers in advance when ordering orders, and clarify quality requirements. At the same time, we must strengthen the source control, and we must select qualified fabrics according to requirements. Excipients should also strengthen the design check to avoid problems such as unqualified flame retardant due to design defects. In addition, quality inspection should be strengthened. Due to differences in flammability standards in various countries, it is necessary to entrust professional institutions to test new products according to the standards of importing countries. Special attention should also be paid to the special standards for children's pajamas burning in the United States, Canada and other countries.
